Fact is, swimming UNDER water WAS used in missions, and if you skipped those missions or plum forgot, I dunno. I never once felt it was dumb, it was just realistic enough to add plenty to the game. You could get rid of wanted levels by either climbing or diving under water, because changing your physical level from the pursuers actually had that effect on the AI and it's one thing I plan to explore in GTA4 to find ways to reduce threat of capture or death.
