They're both kinda whipped by their leaders (Tenpenny, Tommy). So I have to edge it over to Rosenburg just cause he's a better character.

new: Marty J Williams vs. Jimmy Hernandez

Jimmy Harnandez. He didn't have much dialog but he seemed like a good guy. Marty was a white trash piece of sh*t.

I vote Jimmy too. He had no dialogue in-game aside from a phone call early in the game and The Introduction movie but he was a good cop unlike his CRASH partners and saved CJ.

 

There's so much wrong with Marty I don't know where to start. Hillbilly, inbred, white trash, racist, drunk, wife abuser, pedophile, dick and idiot. These are examples of cons about him, I like the way R* developed him to such a bad character as a person, it was a pleasure loading 100 M249 bullets into his dead body, even though it was a waste of ammo, it was worth it.

Hernandez because like Rucke said, he seemed like a good guy, trapped inside CRASH's pit of evil.
