Well both are in law enforcement and are pretty strong(not in terms of muscle strength).

 

Possibly Mike Toreno because he's more cunning, very comedic, and is with the FBI. Although his missions were annoying as hell.

Ray Machowski is a personel favorite of mine, becoming timid about helping gangsters and criminals who would later become a corrupt himself.

I would vote for Mike Toreno, too. He was funny and very cool. He was a good friend of CJ's and he helped get Sweet out of jail. His missions were cool but some of them were really hard. I thought he would never help, but he did.

 

Ray Machowski is cool too. He's a corrupt cop who is a friend of Claude's. But, for some reason, I didn't like his character as much as Toreno's.

I liked Ryder better, so I'm gonna vote for him. He was funnier and I like his character better. He was a true gangsta. Lance is kinda a wimp and besides, I hated him after what he did to Tommy. He was really annoying and kinda whiny. Ryder FTW!

I always liked McAffrey better. He seems cooler. Ray Machwoski wasn't as cool. It sucks that Machowski makes you kill McAffrey in GTA 3.
