Hey, i argued about that earlier this year, but who cares now. Ever squad car used to be numbered 53, now it's numbered 53 with the PCT number also on it, which i saw was number 14. As an experienced programmer I can tell you that filler content, in this case "Libery City," is common during the testing process in order to make sure everything is working correctly. It's not a big thing but it's the only thing I see wrong with the game so far so it sure as hell sticks out. I don't know why it'd be any different to code in a random on the plates than it was in the old ones. For the most realistic one this does stick out. Because your mom was on top of the CN Tower and then Godzilla came and sh*t all over the top but then your mom jumped off and landed safely on the ground but she hurt one of her legs but godzilla was still sh*tting and then all the cars in the gta iv were sh*t on and the licence plates were dirty but they couldnt wash them because it was all stuck on cause godzilla ate a lot of peanut butter so they had to throw out all the licence plates and make new ones but they couldnt remember all the numbers so they just put "liberty city" on all of them.
