There are so many games available that already fulfill this, so perhaps they're better suited to your play style...? Signatures are dumb anyway. People have already tried the idea in Crackdown of being able to beef yourself up in specific ways, and although it was fun it was short lasted. GTA games have massive replayability because you aren't some kind of killing machine, and so have to figure out ways to cause mass hysteria via conventional methods. Which is more fun.
