I belive it was game informer it stated something like you could kill Certain people important to the storyline at random. Chances are that he'll get pissed and refuse to sell you weapons. I doubt he'll just die and never return, as he's featured in several missions, as far as I know. I remember that article on gamespot it says something on the lines that you have to kill certain people in the game in order to obtain weapons but obviously that has changed.
