It's true, as of today anyway. They will probably release it on PC later on, but as of right now, only xBox 360 and PS3 are confirmed platforms. Instead of actually developing it on one console the porting it to another. That's my theory. I personally don't think that there is actually a lead platform. I think that has more to do with there contract with Microsoft, but still that's a valid theory because maybe they have more experience on 360 because there spending extra time developing the DLC on it. There are just a couple problems with this theory though. One would have to assume that they already start or are developing the DLC right now neither of which we have confirmation of. We would also have to assume that aren't developnig any DLC for the PS3 for the as well which has been implied but not outright confirmed by Rockstar for obvious reasons.
