Maybe someone from SA is getting out of prison for selling crack in liberty city? Perhaps someone with a drug trafficking past. Maybe someone who was being "constantly watched" but was never killed. I think it was in the recent IGN article that Houser talked about how criminal values have changed in the last 20 years. So Dwayne sees it one way, while Playboy X is all about living the blinged up high-life. I doubt it has to do with SA because it say they "ran the city into the ground" implying LC, not SA.
