Several of the men who ran the city into the ground in the early 1990's are now facing parole, and city officials are wondering how the notoriously capricious parole board will behave. I think so. The Dark Cerulean 4 threat level stories tie into the bridges being closed at the start of the game, so this one probably will too.

It's probably referring to the guy (can't remember his name) that is Playboy X's mentor that was featured in one of the mags. My theory is that he's the guy in the fourth trailer that holds the gun up to his head and says boom just before that newsstand explodes.

That's the man... Mr. Dwayne Forge. One of the recent interviews with Dan Houser went into detail on him.... it said that he was a gangster who Playboy once worked under, but Dwayne got locked up back in the early 90s. He's just getting out now and the whole game has changed. Playboy's name being a fine example of that... Dwayne's more old school and ice cold and he's apparently irritated by all the bling and bullsh*t that he sees now that he's out.
