For every pedestrian you see there is a person standing by with a microphone just waiting to be talked to. It is really quite revolutionary. You'll encounter it in a few missions. And on peds talking, I don't know if you can interact with them as in walking up to 1 and start talking, but they'll have over 1,000 lines of dialogue, and some will introduce you to new missions/side-missions/benefits just by bumping into them.
