Both packs will solve various problems with the game, but SP2 was basically made for Acceleration and Multiplayer, although some mods are SP2-only. Just go ahead and get both to get the most out of the game. Personally, I found that going to the Settings, then Traffic, and setting the label thing to 5 seconds instead of 1 will give you a bit of a boost if you've turned up traffic for some reason (really just a resource hog).
