Mostly because he is an ILLEGAL immigrant, and his cousin Roman is broke and selfish as it is, so he probably won't help you out. I'm also guessing that you don't meet Jacob till a little bit further in-game, and the first money you'll get is portions of the money from his drug deals (think "Jamaican Heat"). So, yeah, I say, you start off with nothing, and then a little bit in-game you get money, say $500 a mission. From then onwards, more of course!! I think it would be cool if when Niko gets off the boat or whatever, a couple of thugs jump him and steal his wallet and passport (if he even has one).
