Because there are no machines. At least it would keep you going for a while... Freezing to death. You know, when you get robbed during the Christmas chapter, you may find yourself without any clothes. And why not add the feature of freezing? As in, decreasing health? More Carnival mini-games. Now I'm just being whiny. But still, the ones there? Suck. Any GTA game - More unique weapons and more uses for them. Like the Camera. It appeared in almost every game and was useful in only one.
