I got the blue and red LV police car using GTSA Control Center - there is an option to change the color of vehicle that CJ is currently in.

 

 

It probably plays using V2 script files because the game was originally V2. I downgraded so that I could use GTSA Control Center. (I'm not really good at playing games. I play games to have fun - not get frustrated - and I figure if a game was meant to be frustrating, then it wouldn't be called a GAME!)
