That stuff is what we call STARS

Since its you BLITZ, heres the mod (if you know how to get rid of the orgiinal stars in game, let me know)

 

I opened up the .txd files that came with the mod, and replaced them (it came with red/blue stars too, and i replaced them with the original white ones in there) Also, the .txd has 2 unused textures in there as well (the galaxy and something else).

The moon looks pretty sh*t with this mod, replace it with a corona as well in the txd if u wish. Or do a Google search for 'MoonMap' to get some HQ textures to replace the moon in this mod. The timing of the stars appearing can be changed in the map file. I think its set to 9pm, which is a bit early for some timecyc's.

 

You posted some ENB Settings a while ago for a user named Thomas for his 5770. I've tried them out, but can't get the shadows to work, whatever I do. Can you help with that? Cos they are awesome settings, and not very heavy on performance either. Best of both worlds.
