lol.. ok listen up.. FPS is number of frames per second being processed by ur GPU.... the game's menu doesnt have to be processed everytime because the images on screen are static... which is why ur FPS shows 120 at the game menu and 20 in game... and ur eyes cant distinguish between 20fps and 30fps.. because its a pretty small value.

The ENB Series doesn't load at ALL into my GTA game. The game runs fine, sure, but it acts no differently whether or not the d3d9.dll is in the folder or not. Yes, I have all the required files in the right place, but, for some reason, it just doesn't seem to load into my game, at all. No logo, no text, nothing happens when I press Shift+F12 - Nothing at all.

Hmm, honestly, I have no idea... maybe you did something wrong ? Try upadting your graphic drivers, which version of SA you have ?
