The reason it looks like his eyes are "crossing" or whatever I should call it is because the "backside" of his right eye is showing since he's looking pretty hard to the side. The guy in the car behind him shot out his mirror (see blue circle). The green arrows illustrate the position of his pupils, more or less. I don't see what's so weird about it.
