Could finding or marking all the rooftop water towers be a side mission similar to collecting all hidden packages or hidden photos like in San Andreas? I got this idea when watching the Whiz Mobile video on the official GTAIV website--look at all the water towers in the shot when the lady says, "Keep in touch with friends and family."
