Tommy Vercetti was your character in Vice City, not any rendition of Liberty City. VC took place in the 80's not '03, so what's said in the OP doesn't make too much sense. You ever thought that maybe Vercetti came to Liberty City (look at how other characters traveled between the cities: CJ, Rosenberg, Claude) and committed a crime there? Makes perfect sense to me. People make up things were there is nothing, only rumor really and speculation. I like having just an outline of facts prior to the game, to be honest... I think that more interesting that climbing is the line: "and we don't want the goddamn military coming in here and riding roughs...? over our investigation." He is probly in jail but still kicking but in his old age like occasionally hanging a cop with his sheets until he is knocked out and the cop escapes lol.
