Perhaps that's what you get after you when you get max wanted level. EDIT: In case you didn't notice, that's the same location as from a bunch of previous screenshots and the 3rd trailer. Obviously, Niko has contracted some sort of re pratory ailment at this point, and he has left the confines of his Bubble to speak to the gentleman in the car.
