Any map editor with "ide paths"?

I wanted to do mapping and be able to make my own GTA cities. I found 2 editors which allowed me to manipulate the objects there for all 3 GTAs. The only problem was that none of them had what I wanted most; the possibility to add cars and people to walk around the roads you make and to spawn there.

 

I was wondering if anyone knows of a San Andreas map editor, with which I can both move objects such as buildings and everything else, but also be able to put paths where people and cars walk around and spawn. Is there any such thing, or path editing is not yet possible?

Thanks... it's a nice tool, though i was wondering if anything in 3D is possible. As in, move the camera in 3D around the real map just like in the map / mesh editors I said about, and be able to place the paths there. If there is no such thing, i will use that editor.
