In any case, its almost definite to have rumble in the PS3 version. The Haze (which is getting delayed yet again) dev team managed to add rumble to the game in a matter of days after dualshock 3 was announced, and even then there was a delay for Sony to send them all the ignition details about how to activate rumble. No one said "almost" meant "released" or "out," I said it's almost out - meaning the release is nearing. I said almost. So in a short amount of time, you will be able to go to the store and purchase one. I'm guessing that you've never heard the expression, which seems to be the underlying factor in your misunderstanding - and unless your making idiotic allusions to technicalities in the English language and how it should be utilized, your posts are pretty damn near absurd. I remember seeing an article saying it's going to be about 75 US Dollars in North America, of course that article is very outdated so it could be wrong, and it could be pointing out to importing of the controller.
