Notes:

 

After I get in the lowrider, Cesar wont get in, he just standing there waving his hands. He doesnt try to fight anyone.

 

Also, i've tried every angle to let him ride the car, but no luck.

I've tried searching also if there is way to skip a mission, and there's none.

 

Its a PC game and I didnt use any cheats.

 

 

I don't know if this is a bug, or if i did something wrong (but i've checked different walkthroughs/guides for this mission), and i'm stuck in this mission.
