When they say virtually, that's what I first thought, but now, come to think of it, I think they literally mean "VIRTUALLY" Characters will return as references in ads, graffiti, etc. but none will "virtually"(in-game as virtual character) return. There is a ship in the picture to the left which resembles the Titanic/Olympic during its docking at Southhampton.
