GTA SA ran perfect for me. I never noticed it being slow. It looked smooth to me. Except for the occasional lag spike because of a lot of action going on ;D On PS2 version. So 30, 40, 50. Played GT5 Prologue? Maybe has 60fps but it is different from GTA 4. Couple of cars on not so big track in GT5. In GTA 4, huge city in which we can go to every place, go inside buildings.
