If foreign people came to the forums, they'd at least have a general understanding of the English language, or doing so would be pointless. What does it actually say anyway? On the official English PlayStation page emblazoned on the cover of the now hopefully forthcoming GTA IV, a PEGI 18 + characters. Is this a sign that the game in a similar ESRB rating? Not necessarily, since the PEGI age classifications only a recommendation for the parents, and have no legal basis. However, it is due to the strict youth protection laws prevailing here in Germany.
