need help with modding !

Hey, im very interested to mod my own Vice City, and ive tested VCMM(Vice City Mod Manager) to mod in cars,skins etc, but i cant get the VCMM running, so i wonder if any one have suggestions about which program i should use to mod cars,billboards, buildings ,pretty much everything ?? OR how i could get VCMM working.

VCMM is no longer supported. You're well advised to ignore it as an installation method and concentrate on learning the manual process for whatever type of mod you're installing, as cutting out the middle man will aid you in the long run. There's plenty of tutorials in the aptly named Tutorial Forum if you decide to learn the manual way

Where did you copy and paste that from? I'm sure Justin posted that a while back.
