There were rumours on some websites i saw that if you complete the game 100%, then go to the blocked off tunnels in shoreside vale, they will be open and can drive to carcer city. But you can't. Little is known about the character, except that he was to be a revolutionary urchin who vowed to bring down the city's economy. One mission involved stealing an ice cream van, using it to attract pedestrians, then blowing it up[15] (this mission would eventually be given by El Burro instead in the final version of game to kill a group of gang members). Darkel was also originally expected to give out Rampage-esque missions.[16] Little is disclosed about when or why Darkel was removed. Fans there after have speculated that he was perhaps removed due to his "Terrorist" like qualities. Darkel had his voice recorded for this part by Bill Fiore,[5] but was never used in game. However, the character remains listed in GTA III's manual's credits, as well as having a character texture retained in the game's data files.[17] The official GTA III website suggests that Darkel was to reside in the Harbour Tunnel that runs underneath a portion of Portland. Also, there is no way to get to "CarceR City" in GTA III. It was the city used in Manhunt, but, as it was said, there were rumors that you could get to it. I think he is the most powerful and rich gang in the Gta 3 series. I dont want to kill him. But striking with dodo to skyscrappers, might very funny and interesting...
