Exactly..Even Niko get's tired after a day of running over peds, killing some people for corrupt cops, and pushing people of skyscrapers. You see it in almost every movie that involves New York City. people just refer to the whole area as plain "times square"; it's going to be in gta4, it was even in gta3. - the 2 avenues actually don't change directions. 7th ave runs straight north to south, broadway tapers west to east and the two intersect at 45th. Yeah, there was a lot of people, but (and I don't know how much water this theory holds) Blood Money was a pretty linear, scripted game. I'm not sure if a full-world type game could pull off the same level of peds and cars. However, it would be really dumb to have an empty, or near empty, Times Square.
