No it doesn't say sergeant, cuz you can see a bit of the letter after the E and that can't be an A And have you ever seen a police officer in a suit like that looking all mean with a gun in his hand.. Why don't you wait till the game comes out? Also, he's in trailer 3. He's the guy that says 'so your the guy that got jumped for a couple million.' I think so to I am sure of it. As you said the guy has the same tattoo on his chest, the red shirt, same belt buckle, the same wrinkles even. I know it probably is him.
