derty
Hardcoded. Will need to be changed through some sort of memory hack. I don't think anyone really knows the addresses for those though.

derty
Don't quote me on this, but I think they manifest their own through PAWN.

derty
There is a Tools section here in the editing discussion section that has all you need. If any links are broken, google about a bit, and if still no luck, try back here and some of us may have a copy of the tool you need. Sticky topic, tools section, REspawn made it. Yea, they are triggered by the SCM, but they're not exclusively manifested within the SCM. -derty
OrionSR
The territory colors, green, yellow, and purple, that indicate gang control, are part of the ZonePop structure of the save file, but it gets adjusted by something beyond my control. If I add 1 Balla to a turf with a hex editor the game will update the color of that zone. Changing the color of the zone in the save file doesn't change the color displayed on the map as it apparently get reset before I can look at it.
