I started by using a sky of another image and using colour balance to give it pink and purple tones, I then added 2 new layers, on with a pink tint and one with a purple tint. Then I found an image of the moon and cropped, resized and blurred it to my liking. I then used another image to replace the water, using the colour balance tool, a feathered black layer and a slight gradiant to make it look more reflective. i then simply added more saturation and changed the hue a little on the sand, I desaturated the hills in the background. I added a new layer with lens flare, desaturated, blurred it then changed the layer style to Colour Dodge. I then created a new layer and used 2 palm tree brushes and put on a black outer glow, and cut out 2 birds and coloured them to give a silohette effect. I then did a black 1 pixel stroke and a white inner glow on a new layer. Added the words "Vice City" in Rage italic white a pink 2px stroke and a black outer glow and drop shadow...
