When a Police Officer pulls you over for a ticket, they scan the plates of a car to see if you're the owner and if it's stolen. Assuming the car is stolen and Niko has no real ID they can't give him a ticket, the most they can do is if they can pull you over Niko would be arrested. There you have it. The best thing about all the GTAs is that you have freedom to drive as fast as you want, in any stolen car you want. Someone mentioned something similar in another thread a while ago, saying that if you get caught speeding then a wanted star flashes. If you continue to speed then they'll chase you.
