It was confirmed by R* ages ago. Yes to changeable, but as of now we really don't have proof if it like SA, or like VC. In my thread, I give a few examples of the gloves with different outfits. I don't really think we can choose the shirts, pants, shoes individually, but maybe gloves give you an accuracy bonus with guns? Unlikely, but it's the best I've got.
