If you watch the trailer, notice the black woman with the braids has on different clothes in 2 different shots. This means they can change attire like niko. I think you can get a trim/shave every once in a while, too. Some shots he has a mustache and a clean cut, but when he hops off the boat he is unshaven and has messy hair. I think it was confirmed a while back that you would be able to change Niko's appearance but it would be more limited than San Andreas. I'll have to double check on that.
