Clearly the hair has changed, but we don't know if that's because of an art decision on R* part, or because it's a customization option for the player, like in SA. Yes, but they are different styles at different points and occasions throughout the trailer. Mostly because it would look ridiculous on such a detailed character, a character that Rockstar obviously put a lot of time and effort into.
