Check "cheats" for whatever system you're using. I know it can be done with a "cheat-disc".

You can't add more peds, but you can replace the existing ones I think (by mods, if you are on PC).

u can. go to Gta/ data / popcycle.dat read what it says and it tells you how to numbers work. Change the values to how many peds u want at what interval. save and enjoy!
