It is obvious that the save in this round is modified with a trainer .there are  obtainable territories in las venturas and san fierro.there are vehicles that never meant to be there.is this kind of thing acceptable?

I thought usage of trainers is unacceptable just like gta III VC and IV chain game.

This is still true in SA-CG. Once the starter save has been put into play for the round it should not be modified by scripts, trainers, editors or cheats. The only exceptions are v1/v2 script conversions and a few tweaks made automatically by GTASnP, and those modifications have all been accounted for and won't cause an issue for reaching the 100% goal. If glitches occur they are not fixed; we usually revert to a previous save, or sometimes just put up with minor issues for the round. It's my understanding CGs for III/VC have similar rules for implementing special starter saves with custom vehicles or treasure hunts for that round.

The save posted by Shiesty has an attack helicopter at Santia Maria Beach and you can also see a Rhino spawning near the Johnson House in the same location when achieving 100% but in this case the game is not even finished yet, I could list other things but those are the ones are that are too weird to ignore

Custom Chain Game Vehicle Plan

 

The custom Chain Game saves have added parked vehicles, and the vehicle unlocks from missions have been adjusted so players unlock new vehicles instead of the same old stuff from a normal save - kind of a game+ philosophy. The link above should provide accurate reference. The Santa Maria Hunter and Grove Rhino are unlocked by Vertical Bird, so that tank is available only a little early.

SA Chain Game save file has many modifications, more details about them are in the Opening/First Post of each SA Chain Game Round as well as in the link OrionSR provided.

The modifications do not affect the storyline or 100% goals and are meant to help players. You can ignore them and play as usual if they are bothersome. We welcome new players.

 

Please note that this does not apply to GTA III/VC/IV Chain Games, no modifications are done there.
