Blackout Revisited (best of both worlds)

First, here's my original idea taken from this post here: http://www.gtaforums.com/index.php?showtopic=283236&hl=

And here are my main ideas from that post:

 

 

I thought about this [an electrical blackout]occuring in the game as well, but only for a somewhat viable reason to close certain burrows in the beginning, and they won't let you into the burrows without power. They will eventually restore power to each burrow, then you can enter it. So, I hope it is in the game for that purpose.

 

I further developed this idea the following day, and posted this:

 

 

I was thinking about this some more today and though that although it wouldn't keep you out of the buroughs entirely, it could give you a wanted level like in SA. Only this could be better because we could maybe sneak into the buroughs and only get a wanted level if we are spotted by the cops who would be heavily patroling the ares that are on lockdown because of riot and looting problems going on. Basically, it would be on 24 hour curfew. And anyone seen outside would be stopped immediately, and placed under arrest. So it could be a fun challenge in itself seeing how far into the burough you could get without being caught. Also this would give them a legitimate reason to have all the stores shut down in those buroughs to keep us from buying anything fancy that they don't want us to get our hands on that early in the game. It really could work amazingly well, and even add a fun element to the game. Lets hope we see it.

 

I would like to point out that I came up with this idea prior to any announcement of how the wanted system would work, or that there would be a line-of-sight element to evading the police. So, now that we know that there will be a line-of-sight element in the game already, this gives me hope that this idea might actually be implemented.

 

Here's why I think this might be the perfect system, and how I think it should work.

 

1. It's a new idea, and hasn't been done yet. So it is better than the one old broken bridge idea we have seen in the past, yet it gives reason for the bridge to be barricaded.

 

2. There can be some missions where we might know someone (or Niko himself) who really needs something out of one of the blacked-out Burroughs, and they can't really afford to wait for the borough to reopen to transit to get it.

This idea was partially confirmed in trailer number two; because if you look closely at the part of the trailer where the SWAT team (N.O.O.S E.) is closing in on a building, you will notice that there is no light coming from the traffic signal, indicating there may be a power outage in that vicinity. It seems to me that this would be perfect opportunity to try to break into a safe, inside of a bank. This is more evidence since my original post that points in the direction that we may see blackouts in the game.

 

3. [bEST OF BOTH WORLDS]

With the newly confirmed calendar system, and the less linear style of gameplay, R* could decide to just turn the power back on in a borough after two weeks, or so, of in game play. This would allow people, who don't want to do missions at all, an opportunity to eventually be able to get into all the Boroughs without having to do any of the missions. This would also put time constraints on the amount of time we have to break into a borough which is in blackout.

So if we don't make the personal connections in time, we might not even get to do some missions involving going into a blacked out area.

 

Anyways, those are my updated and compiled ideas, let me know what you guys think, and feel free to add any ideas you might have regarding this topic.

 

I would also like to hear other ways people think electricity could be used in the game.

In this topic's first post. (qoute not working), you mentioned about being arrested on site. which triggers another question for me, when you eventually get caught will there be an animation of you being hand-cuffed or will it be like all other (3D) gta's where you got arrested by falling to the ground with a police officer near you. or if you died. a very quik hand-cuffing animation would be cool.

'The Warriors' handcuffing animation would be the best.. They tackle you to the ground, roll you on your front and put them on.. It's awesome..

 

As for this idea.. It is also awesome. A decent way to have an open map, but not completely open from the beggining..

Thanks for all the compliments regarding this idea, I really appreciate it. I will try to answer some questions later. But first, I must share some more ideas.

 

I was in thought today about this topic and began to think that if this is put in the game that we might see the first use of a flashlight in a GTA game, and even have one mounted on a gun, perhaps.

 

A blackout would also add a creepy/spooky feel to the game when in a blacked-out area at night. I'm sure a gun mounted flashlight would make me feel alot safer though.

 

Here's a pretty good idea as well: Have destructible electrical transformers in the game. This would alow us to blow one up, and cutoff power to around a five block radius, or so. The effect could be that all the businesses will temporarily close that lie within the blackout radius. So, if someone we are trying to kill goes into a place of business, you can either go into the store to kill him, which may involve certain risks, or you could blow a transformer and snipe his ass when he is essentially kicked out of the business, because they have to close due to the power outage.

 

I can tell there would be more uses for this idea, but I don't have the time right now to come up with any, so perhaps I could get some of you to help come up with some other ways this could be useful, or cool.

Since we can go GoW on walls we could hide and that is the best Idea for a new barricade, it may allow us in to the borough (no invisible wall) but since it is all blacked out, it still doesn't allow us to do anything. Maybe even cause a riot in those blacked out areas. If they implement prone position that would be even better for stealth in those areas.

 

Mission Idea: One of your friends is a drug addict, maybe addicted to love juice?, and love juice only comes from one borough, and it is blacked out. So of course you sneak in there ph34r.gifmoto_whistle.gif , and your friend only tells what street the drug dealer is on and the color of his house. You have to find it yourself (no pink arrow), you get it and then you sneak back and give it to your friend. This mission only is found while that certain borough is still blacked out.

 

Something along that lines but BLACKOUT ROCKS!!!!!!!!!!!

....................you see in VC and SA the reason they give for why we can't move to the next place is pathetic................in VC its HURRICANE where it inly rains twice in a week and the sun shines the rest o the time..........not the wright wheather pattern............in SA theres no reason just signs that say closed........while a train goes through ...... in the mission "WRONG SIDE OF THE TRACKS" silly mistake that makes the game seem foolish..............

 

ONLY in GTA III does it fit with the story and is believable...........

 

IN GTA IV............its most probably that we get access to the entire city right from the start..........the blckout idea is cool though but i don't see why that could be a problem or moving within a city???

Hmm. I remember that electrical blackout.

Was really nuts.

 

People stuck inside/underground, trains, elevators, electronically locked secured areas, etc etc.

 

Wasnt fun at all. People (including myself) were frantically running about for batteries, food, water, ice, gas, supplies etc etc.

Was dam hot thoes nights trying to sleep with no AC.

 

I think things may be borrowing to much from real life and hope they dont become too harsh.

 

It was no fun adventure living through that but i guess it can be a cool event in game.

 

Just hope they dont try to recreate something very drastic like a bombing or building crash because thoes things are no fun to see over even in a game.

Bump. Why? Because I just noticed a flashlight while watching trailer #3, something a wrote about on the first page, before the trailer was released. I am about to make a post on it so that it doesn't get 'lost' in here. monocle.gif It's at the 133 second mark of the trailer when we see the warehouse behind the burned cars. It is at the left-hand side of the screen and you can see it hanging from the belt of a security gaurd. just before it cuts to the next shot.

The blackout idea is really good actually. Lets hope for that or similar. I think we can see a progression system in the game because if Rockstar wanted you to have it all at once (like some of you spoiled kids seem to want tounge2.gif) then they may well have given out loads more details of the game - the drip feed of information is very similar to how you get new things in game.

You see that R*? The people have spoken, and they want it in the game. If you haven't put it in this game, then please put it in GTA: Los Santos, which will be your next city for a GTA game. There is never this kind of consensus in these forums; everone who's replied about the idea have given thumbs-up to it...listen to the people. PS. Can I have a job as a consultant? I share the vision, always have.

Awesome Idea Gamefarter !! It would be nice if Niko could break into a military surplus store and steal some night vision goggles ! But something great to see would actually be the power going out and seeing only the cars headlight. People starting screaming , riots breaking. We could be stuck in the middle of it and have to go to a certain place. Or we could be the one instigating the blackout , maybe for a mission or to get to the vault of the bank like you mentionned. I also thought about something, we could be the one turn the power back on and create a situation where there would be water involved and ennemies stepping in a large puddle , and fry them when we get the power back on devil.gif

I think the whole map will be open from the start. This would be a lot more realistic than barricaded bridges or periodic blackouts.

 

The gameplay is supposed to be more open-ended and it seems to me that having to unlock the boroughs in a sequential order would be a more scripted and linear approach.

 

However I do think that a blackout at some point in the game wouldn't be too far-fetched and could be fairly exciting. NYC has had 3 that i know of 1965, 1977 and 2003.

 

Also I believe there was a blackout in the Warriors game also by R*, which could make one less likely to appear in GTA 4.

 

 

And yes visionist, electricity is more than just lights. Northeast Blackout 2003 Read this article and imagine the possibilities.
