how do i open up the far north side of the map?

 

i've finished all of jizzy's tasks.

 

i've done all of the grove street and surrounding areas (have not finished 8-track)

 

i've done all around the gay (no offense intended, call it san francisco if u want) city except for: "Z", and driving lessons.

 

i've done all angel pine stuff.

Most Likely there is a red S in the desert. It's the flyingschool. That needs to be donw before you can continu.

Have you completed all of Toreno's mission including 'Learning to Fly' which is located at the Verdant Meadows Airstrip?

thanks guys, i finally noticed the "Pier 69" blazing red icon. that was my key to opening up the north.

lol desert is the northern part so obviously if he would get to Learning to Fly, whole map would be open already...

By opening the map, he meant unlocking Las Venturas. You need to complete Learning to Fly with atleast Bronze, so that the barriers blocking the roads to LV are removed.
