Odd looking textures

As you can see in this picture, I'm having some odd looking textures in game. They look over saturated and oddly contrasted or something.

I did just reinstall GTA, maybe it installed something incorrectly? I extracted a bunch of txds and looked at them in TXD tool and they look fine, so I'm guessing it's a rendering thing.

 

I've tried adjusting display settings, and it didn't change anything.

Is this a problem anyones else has had? Any solutions? If there aren't any I'll just reinstall it...
