Because there's no marker there, and the phone only rings at a certain time. I think that most players learn about the Bitchin' missions from hearing that phone ring when they are there to do missions for Joey. Personally I like the fact that these missions are not advertised by map markers. Perhaps though R* could have added a map marker once you either first get close enough to hear the phone ring or when you have established contact with Chonks. I wanted to, though. I didn't even hear it ring. But, that's probably because I wasn't close enough. It would've been pleasant for a marker to be where his missions start, but it's not hidden because if you pass by Trenton, you can hear the phone ringing. I only later learned of Marty Chonks by reading about the game then went looking for the phone (and the first time I tried I couldn't find it because it wasn't ringing).
