If I remember correctly it's where you do the missions for "Phil" in GTA3 (the armless dude). It's around by the coast I think on staunton island at a pinnacle of the land mass. All the main missions are done-sold the cars and bikes-i've nearly completed all the side missions twice just to see what it was?. Any help would be sweet.
