Since even twenty feet off the ground and landing on your head can kill you. Plus yeah Carl wouldnt have been able to save his life if he jumped from a taller building. The height of the casino that Madd Dogg was standing on would have been more than enough to easily result in death or permanent injury, for example to your inner organs and to the spine. Then you have the issue of what he landed on at the end of the fall and which parts of his body would've taken the greatest direct hit.
