hi, I have heard rumours that various ammu-nations in the game have cardboard cutouts of CJ and a Bear in them.

 

Is this true, and if it is, please tell me why???

Yes, it's true. They aren't in the shooting range though, just out in the main area as props.

 

As for why, I'd say because someone at Rockstar thought it would be funny or interesting. None of us designed the game so such answers are always just speculation.
