I disagree with that, Pantera have much better albums then "Power Metal". For me this album is just a beginning of leaving 80's trash sound behind. "Power Metal" is good album (for the first time featuring Phil Anselmo on vocals) but comparing it with album "Cowboys from hell" is nothing. "Cowboys from hell" have much better and progressive 90's sound and much better songs then "Power Metal", however "Power Metal" with Phil Anselmo got Pantera one step closer to be worldwide famous metal band...
