If you are using mods, you are probaly modding V2 of GTA San Andreas. V2 isn't moddable, you must downgrade. If you are not using mods, reinstall the game, but before you do that try deleting the .set file in my documents. My Documents\GTA San Andreas user files\then the .set file, then reinstall.
