Add / Remove Bumps on the roads

because with my low rider car i often hit the bump on the roads...

 

if its can .. what tools i need for it?

Try MEd 0.32 u can delete any object in the game or just build new objects.

Not 100% sure what you mean because the only "real" bump I can remember is the bump near the docks in gta3 but you might try editing the collision files.

i would go with Editing the collsion files, i dont know of any bumps lol try getting hydraulics

for example, if i wanna flatten the land area behind doherty garrage... can i do that with MEd? is there any tutorial for it?
