I'm far from an expert on the technical side of this, but you can find my explanation here: Link.

Basically IMO:

Blue Hell = area outside the normal game map. It's where you go if you escape the bits you're supposed to see while in the outside world.

Interior worlds/hells/heavens = In some cases the interior is loaded separately from the main game map. So they both exist in the same physical space, but sometimes one part is visibly loaded and other times another part is visibly loaded.

If you enter some interiors the game will take a few second to unload the exterior and load the interior. This interior may load at the same time as other interiors and these groups are described as existing in a particular "interior world". You could think of them as alternate dimensions, but that might make it even more complicated.

These are sometimes called hells because we already had "blue hell" so people just added to it by calling the newly discovered dimensions things like "Black Hell" or "grey hell". When the San Andreas interiors were found to mostly exist high in the sky it was 'OD fa Real' who coined the term "Heaven" as an alternate to Hell. You may also hear the term "Ghostworld". This is another name for an interior world (possibly the original fan name for it).
