ok ive found zombotech ive found ghost towns ive found area 69 ive found something that didnt look quit right but how do i get ibnto area 69 if thats what it is called i just know its restricted

but ive seen poeple get in before how do i do it

There is an opening in the western fense meant for accessing the area in the mission The Black Project or the South Eastern breakable fense access if you are after a Rhino or something later.

 

Note: During the The Black Project there is a no-kill strategy for getting into and out of the complex. Edit: I discovered it myself through the process of getting other "special" vehicles and it can be found in The Minimuim Kill Challenge Help Thread., here on the forums.

ya i know you can get throguh the fences and stugff but i mean like hopw do i get INSIDE THE building or te undergorund thing

In the PS2 version (If I remember correctly, my Xbox version has it closed) there's an unmarked Pay 'n' Spray behind the Pyramid in Las Venturas (it's more behind the carpark next to the Pyramid actually). The first couple of inches of the floor (where the floor of the Pay 'n' Spray meets the sidewalk) is hollow, and you can fall through.

 

Get a jetpack and go through the hollow part of the floor and you'll be under the map. Now just place a marker on Area 69 and fly there. To get inside, once you see the interior of Area 69, land on it (you will be landing on the outside of it, if that makes any sense) and run off and let yourself free fall into the abyss.

 

If done correctly you will be re-spawned inside Area 69's secret underground base.

Yes, or once there you can look for a hole in the walls or ceiling to get in for there are a few.....So you need not loose the jetpack. I have only found one hole to get out though and it has been awhile.
